In the open-air garden, the demons watched as Wen Ying approached the center, where the Demon Clan Leaders stood: the Succubus Elder, the Wicked Bird Elder, and the Nine-Tailed Fox Elder, Lin Lingwei.
Seeing Wen Ying coming, Lin Lingwei smiled at him and said, "You seem to have something to say."
Wen Ying nodded and replied with a smile, "Yes, it's something important, regarding whether Mid- and High-Rank Demons can go to the Human Realm."
The attentive demons around them instantly grew serious. Upon hearing Wen Ying's words, Lin Lingwei's relaxed demeanor became more solemn, her smiling voice carrying the weight of authority.
"What is it?" she asked.
Phileas looked blank.
"Were you all aware that I've allowed Huaguo to build a Demon Realm Cultural Street in Mu City?" Wen Ying said unhurriedly, "That street will determine who gets to visit the Human Realm in the short term."
The Succubus Elder stepped closer to Wen Ying, her smiling eyes concealing a hint of contemplation. "How so?"
Was Wen Ying planning to let them occupy the Demon Realm Cultural Street through some method? Many demons didn't have high hopes for his whimsical approach, not believing that what he was about to say would sway them.
He brought up the possibility of mid-to-high-ranking demons visiting the human realm solely to capture their attention – a metaphorical dangling of a carrot.
They were well aware of the hybrid's nature; it was as cunning as Muershi, that utterly wicked bird, always laying traps.
Their initial excitement and interest subsided quickly. Once they grasped the situation, they regained their composure, whispering to each other with the casual air of elders watching young ones play.
Phelios observed his father's unperturbed, jovial demeanor and pressed a hand against his face, his expression wooden.
Muershi crossed his arms, "What on earth did Wen Ying do to make you look so hopeless about your demonic life?" He leaned at a forty-five-degree angle towards Phelios, his face brimming with curiosity.
Phileas's tone was devoid of inflection. "You'll find out soon enough."
Wen Ying presented his respectful demeanor, his smile shy yet sincere. He answered every question with candor, "I've conversed with the Law. It has the ability to suppress demonic power on an individual basis."
The Demon King's mind went blank for an instant.
Throughout the garden, the demons subconsciously softened their voices. Though their lips moved in conversation, their full attention was on Wen Ying.
"Since the Demon King has chosen me as his successor, it is my duty to consider the well-being of the demon race. It's unrealistic to think that all mid-to-high ranking demons could enter the Human Realm in a short period, for the laws would never consent," Wen Ying said with a hint of bashfulness. "If the whole group is unfeasible, then perhaps a few could manage. I was hoping to discuss this with you and strive to gain the law's approval."
The voices in the garden grew quieter.
Muershi's eyes widened. Some of the smarter demons began to guess Wen Ying's intention from the hints he had dropped.
"He…" Muershi abruptly turned his head to look at Phaeros, his expression shocked.
Phaeros nodded. "Something along those lines, I'd say."
Muershi cursed, his voice echoing through the castle with disbelief. "He must have the lineage of an Evil Bird – !!!"
His outburst was loud enough to reveal his agitation. The other demons turned to look, and Muershi realized he had overreacted.
Wen Ying also turned to Muershi and said, "I'm not sure. You'll have to ask my great-grandfather."
Muershi: "…" He would check the family records when he returned. There must be some generation where an Evil Bird branch had married into the Mirror Demon clan and produced offspring.
By the way, establishing a connection… Muershi's mind started to race as he weighed his options.
Wen Ying turned back. "There are limited spots to travel to the human realm. If I were to allocate them myself, there would surely be complaints of unfairness. So, it's best to let humans decide. The Law would likely favor demon races that are well-liked by humans."
"What nonsense. That's incredibly cunning. He changed from referring to demons to the demonic realm, directly implicating internal strife."
Wen Ying received numerous cold and piercing glares, but his expression remained as calm as an old dog.
The nine-tailed fox spoke with a gentle tone, yet her eyes were icy cold: "Compete on that street..."
Interrupting Lin Lingwei's rising protest, Wen Ying said, "The head of the Calamity Department asked me to convey a message. He's worried that fighting over the prime locations of shops and residences on the street might harm innocent bystanders, so it'll be first come, first served."
Lin Lingwei's voice twisted softly, her pitch rising sharply: "He's really... thoughtful."
Yan Liwen, who was sitting in his office reviewing documents, sneezed. A chill ran down his spine.
The leader of the Extreme Evil Bird clan, Yan Yujing, asked, "When did he say 'first come, first served' would start? At what location?"
"You..." The mermaid king strongly disapproved. It was too direct to just go along with Wen Ying's suggestion. At the very least, they should have made things difficult for him, not immediately give in.
Wen Ying suddenly took out his phone and said, "The first one to arrive is the Demon Witch Fairy."
Yan Yujing paused for a moment before quickly responding, "He'll tell you directly?"

Yan Yujing promptly responded, "Then the Avian Clan should be the second choice."

Aside from the patriarch, there were many young devils present who didn't hold back in speaking their minds, each of them cursing under their breath.
Wen Ying suddenly said, "The third, the Hellhound."
Facing the collective gaze of those around him, the Hellhound patriarch said in confusion, "I haven't announced my intention to settle in yet…"
